# IOCE open commons — licence manifest (v0.1)

IOCE-created material is released under the licences specified below. Third-party data remains subject to its
original source licence and attribution requirements. Machine-readable version: [`licenses.json`](licenses.json).

Nothing here states or implies that "all data is open". The commons package contains **no third-party entity data**.

## How the three IOCE licences divide one file
The ontology files (`/ontology/*.json`, `.jsonld`, `.ttl`) mix two kinds of IOCE material:
- **Structure** (IRIs, notations, hierarchy, relations, status labels, provenance and source records): CC0 1.0.
- **Verbatim quotations of IOCE documentation** (`definition`, `alternativeDefinitions`, `evidenceQuote`, and in RDF
  `skos:definition`, `ioce:alternativeDefinition`, `ioce:quote`): CC BY 4.0. Attribute to *IOCE Atlas, https://ioce.alkhemy.com*.

If you want to reuse the structure with no attribution duty at all, drop those text fields.

## Distinguishing the kinds of openness
- **Open-source software:** code under Apache-2.0 (OSI-approved).
- **Public-domain dedication:** ontology structure under CC0.
- **Creative Commons documentation:** IOCE text under CC BY 4.0.
- **Third-party data:** keeps its own licence. Listing it here does not relicense it.
- **API access:** being able to query `https://ioce.alkhemy.com/api/` does not mean you may redistribute what it returns.

## Notes
- **ioce-commons tools (tools/*.py):** Standard library only.
- **IOCE Core Ontology structure: identifiers, labels-as-identifiers, relations, status labels, schema, provenance and source records:** CC0 covers only IOCE-created structure. It does not cover quoted IOCE text (below) or any third-party data.
- **Verbatim quotations of IOCE documentation inside the ontology (skos:definition, alternativeDefinition, quote, evidenceQuote):** Rights holder: the site's self-identified publisher (see /votes/#full-disclosure). Holder name for notices to be confirmed.
- **IOCE reference pages (isocracy.html, ocdi.html, methodology.html, votes/*):** The pages themselves carry no licence statement. Adding a notice is a content change left for a later, approved phase. The Bolts Magazine material cited in votes/ is all rights reserved and is linked, not reproduced.
- **IOCE Atlas application code (artifacts/, lib/, scripts/):** Relicensing the application is a rights-holder decision; not done automatically. Parts were generated by an AI coding service; confirm terms.
- **Entity records and OCDI scores served by /api/* (≈470 institutions, 503 map points):** API availability is not a grant of redistribution rights.
- **Curated snapshots from Wikipedia list articles (5 datasets, 2026-06-14):** The billionaires list summarises proprietary Forbes compilations.
- **npm dependencies (481 installed packages):** react-leaflet 5.0.0 and @react-leaflet/core 3.0.0 are Hippocratic-2.1 (not OSI-approved) and are bundled in the public frontend. lightningcss is MPL-2.0 (build-time). Three @replit/vite-plugin-* packages declare no licence (dev-time). The compiled frontend bundle ships MIT/ISC/BSD code whose notices are not currently reproduced.
